Look at the greenery. Most of it is in the outer foot or so. If you cut it back below the green zone, you'll kill it. Train it over the next three or four years. Cut it back judiciously and let it develop new branches closer to the trunk.

It really depends on what the plant is. Look at where the cuts will be. Are there any leaves on the branches that far in? If so, go for it and just wait for it to fill out. If not, it may still live, especially if it's a yew, because you can't kill the darn things, but it will always look spleeny. The best thing might be to go gradually over a few years.

depends on the type....if you cut it back during the WINTER it will have a better chance...if you do it now, it might die...
