I doubt it. I think your body will just excrete the excess garlic. Your skin may reek though.

Yes, anything that is in synthethic form you can have the tendency of over dosing. Although garlic has more water soluble component, but it also has fat soluble one too. Fat soluble substance cannot excrete from the body easily. Garlic is really good for you but as you know anything taken in large amount is not good.
