Well other than the fact that you cant pin outside, hardcore matches are falls count anywhere and no countout, while the no dq matches can be one or lost by countout. A better question would be what is the difference between a Street Fight and a no DQ match.

Something I noticed in Hardcore matches is that weapons are often lying in plain sight. In some such matches, the participants (especially Al Snow, Hardcore Holly, Sandman, and Tommy Dreamer) even bring their own weapons.
In No-DQ matches, the superstars usually have to search under the ring or intimidate people at ringside in order to obtain the foreign object(s) they seek.

Nothing except in Hardcore matches there are more weapons (you know that kinda things Mick Foley likes) but if you come to the rules there is no difference and you know in Hardcore matches they prefer to make the Hardcore superstar win (RVD Foley....) but in a no DQ match he doesn't use the weapons so much so usually the normal guy wins

No DQs don't allow loss of titles for interferences or breaking rules.
Hardcore matches are usually enabled to allow falls anywhere in the building, and may involve tlc Tables Ladders Chairs, and even trashcans and such
