How do I add glitter, rain or cool efects to any picture?

I only know of Photoshop. If you don't want to use it cause it's expensive, get Photoshop Elements. It's cheap and you can use brushes on there. I use it to make icons with glitter and rain etc.

I'm actually a fan of CorelDraw, and I recommend CorelDraw Photo-Paint. It's very easy and interesting to use, and it has a lot of cool effects, like textures and brush-on images.
