Models are sexier.... but only because they are supposed to be sexy and nothing else, just a blank slate for the designers. Actors/actresses have personalities and that can play a factor in if you are attracted to them or not...

models, not the thin ones either. movie stars get plastic surgery and stuff so they look all weird without make ups. models, maybe or maybe not get surgeries, since they're seen everywhere and they wouldn't want surgery scars to be showing.
