If you're experiencing an issue with theft, my recommendation would be either an implementation or a restructuring of the pre-screening process used between or during the application / interview / final hire stage.
It's all about pre-screening, you might wish to pull credit records between the application and the interview, this is a legal method and it appears to help as it has to do with financial responsibility.
It will take time, depending on your work force, say between the time your new system is implemented and the last of your problem workers has been replaced, it could take many years but the gradual change will have a constant effect you can feel throughout this time.

That is not ok. Beyond not ok. Uniforms and proper grooming, that's fine. If you are so worried about what is in your employees' purses, maybe you should rethink why you hired them. If you are worried about weapons, make sure your policy is clear and told to the employees and maybe ask them to show the contents of their purses once. If anyone is in violation, tell them and give them a warning. If you are worried about stealing, have them check their purses in lockers that are not near the merchandise and that would not be easy to get to if they wanted to put something into the purses. If you tell them they have to carry clear purses, you will demoralize them and just make them angry. This would not be good!! Think about how you would feel if you were in their shoes.

Yes, employers are within their legal rights to ask employees to carry items in a clear bag, to search personal property while employees are on company premises, and/or to require that employees pass through a metal detector or other screening system on their way in and/or out of a facility.

It's something you can probably get away with, but I don't recommend it. For one thing, it's a bit of a double standard. Are you going to demand that the men all wear transparent pants because they carry all their stuff in their pockets?
Besides that, this is a truly disgusting suggestion. If you distrust your employees this much, why did you hire them? Why do you employ people you have to spy on to this absurd degree?
Please don't do this. Your employees will hate you. Productivity will be affected.

Depends on where you work.
Some workplaces, like the Mint, require employees to change clothing and go through metal detectors, but there are privacy laws that protect average people like us. You should talk to the HR department. If you have no success with them, go to your local ministry of labour.

If you are concerned about theft, it's okay to have a purse search when their shift is over. You can tell them that anyone that has a purse that allows you to see all the contents, won't be searched, just looked at. You can ask, but I don't know if you can require.

I've worked at several hotels that also require this...Do you have any other suggestions on how to solve the problem of employee theft? This is the underlying problem that needs addressed.

If you fear someone is stealing you may want to have a secure place when they enter the office to leave purse or anything like that there. I fell badly for you that you are having problems like this.

That's rather distrusting! I don't think it builds a good working relationship. And it only affects those who carry purses,,,,,,what about pockets? Lunch boxes? Etc.......
