One way is if it is all shriveled up. Another way is if it's all squishy and mushy at ground level. It's almost impossible to kill a cactus unless it didn't get enough sun, or you over-watered it and it has root-rot.

No cactus plant not dead because the cactus is strong cause water alot and stay alive!

If it's still green then it's still alive. Cacti are very slow growing plants, and I mean very slow. They take several years to reach maturity and then they don't seem to change at all for a long time. Some flowering cacti take years to flower even.
So if it's still green, I wouldn't worry.

Poke it with a pin. If it oozes a little it's alive. Cactus plants are weird.

You answered your own question. It would be mushy and or shrivelled. But they are very tuff plants.
