how would you go about finding local craftier and artist interested in placing items in consignment shop?

Go to craft shows at local venues and hand the artists and craftsmen a well presented flyer showing your store and your services. You never know what might transpire.

take out an ad in the local paper find out if any local radio station who do a free promo also put out flyers there is something in anyones funds to do :) good luck
