The FINAL orders would have come from the Pentagon, of course. The FIRST order would have come from the Decider, my man Bush.

And whether or not it was a "legal" order would be decided by The Supreme Court, and they certainly have never addressed the question, and never will.

The final order would have come from a captain who ordered his men to shoot at something or someone specific. Technically, it isn't an invasion just because a bunch of soldiers and port-a-potties are flown into a foreign country. You have to start shooting at people, and, preferably, kill a few hundreds to make an invasion official.

Nobody. The executive order to go to war with Iraq was completly legal (voted on and passed by congress), and sanctioned by the UN. So nobody gave orders to invade Iraq illegally
