That's an impossible question to answer, really, because it depends on what you mean by total freedom of the press. Many countries allow freedom of the press so long as the press prints what the government views as "the truth". Even the US does not allow freedom of the press when it comes to printing things that might be libelous or that might have consequences for national security. Everything is relative.

There will always be some restriction in freedom of speech. So total freedom of press never happened. Any government probably wouldn't allow you to publish an article titled "Why I Hate ___(insert a race here)"

If I said this out loud on a street corner I might be scorned, but here goes. Freedom of the press is a fantacy. Even in the USA the press only prints information it is given. England stated it first, but only because it is older.
