Both are lots of fun! My daughter one time did the big dance party thing and when there was a set time to go home, a few close friends stayed behind to spend the night. There was not a big deal made of it and everything went fine. However, after a night of dancing fun there is nothing wrong with sending everyone home! People dressed up for this dance party.
For the dance party,we pretty much almost emptied the room she used (living room) we got a thing you plug in from the party supply store that goes around and twirls different lights in the room (the regular lights were turned out). We hung metallic streamers from every doorway and I took down the blinds and hung them in the 4 windows too. I also ordered balloons from the party supply, I got 2 dozen and let them all around the room, they covered a lot of the ceiling. She had a hello kitty theme and we used wall hangings and the like for decor. Her b-day is in January so, for that year I left the Christmas tree up with only the white lights on it, and then decorated it as a birthday tree. I also hung bags of party favors for each person to pick off the tree at their leisure. I put some disposable cameras around so pictures could be taken by and with friends. It was a pretty rockin room with all the lights. I had the dining room table full of snacks and beverages to grab in the kitchen. We gave her privacy with her friends, checking in here and there and cutting the cake/ice cream. It was a lot of fun for her. I hope it is loads of fun for you too! Happy 13th Birthday!

I think a sleep over sounds perfect and manageable. A
fun idea would be for you all to go out to a favorite restaurant
first and have dinner, then go back to your house and
have a clothing exchange. Ask everyone to bring all the
clothes, accessories and shoes they don't wear anymore...
nail polish too, try on everything and then vote for the
best outfit.

they both sound fun, but I would go with the first one. my bff wanted to do something over-the-top for her birthday(like have a huge party), but she decided to wait until her 16th to have a big party. Your 16th birthday is going to be a big deal (well, for most people it is), but choose whatever you like; its your birthday. If you have a sleepover you can do whatever you & your friends like to do. If you have a big party, go crazy with it. Good Luck, and Happy Birthday!
