Do you mean the incorporated areas? There are several "cities" within San Antonio with their own governments, police depts., etc.. so I'll list them:

Alamo Heights

Terrill Hills

and I'm not sure if they are incorporated, but there is also Olmos Park.

They're all pretty well-to-do neighborhoods.

Incarnate Word is inside San Antonio but immediately adjacent to Alamo Heights. Alamo Heights and the smaller cities of Terrel Hills and Olmos Park are incorporated (that just means they operate under a municipal corporate structure.) Beyond that, Texas has many different classifications of cities: home rule, General Law and villages.
