As a preschool teacher, I'd have to say it is. But if you listen to the words to the song, "here we go, loop-de-loop" you will realize it is actually also the hokey pokey. I think that pretty much proves that the hokey pokey is indeed what its all about.

you keep your big mouth shut or no second time around
we do the hokey pokey then filp up side down
and that's what it's all about!!
