What got him over is that when he debuted as Stone Cold Steve Austin he was basically a paradigm shift from the way faces normally acted. He wasn't a complete goody two shoes and he took on the bad guys on their own terms. He wasn't above taking a steel chair to the guys head or anything. By that time fans were tired of overgrown boy scouts like Hulk Hogan, Sting, and Diesel and Stone Cold was something new.
