I have often wondered who or how the decsion is made that says a warm weather team like Miami should play a cold weather team like New England. Knowing that they play twice a season, how is it decided that Miami will go to Foxborough in the dead of December in some years? Do they alternate every season? I see that San Diego will play in Green Bay this up coming year. Will it be in October or on the frozen tundra of Lambeau in December or January or does the schedule maker even take this into consideration?

NFL schedules arent made with the weather in mind.

The formula for regular season goes like this:
Each team plays the other three teams in their division twice: once at home, and once on the road (six games).
Each team plays the four teams from another division within its own conference once on a rotating three-year cycle: two at home, and two on the road (four games).
Each team plays the four teams from a division in the other conference once on a rotating four-year cycle: two at home, and two on the road (four games).
Each team plays once against the other teams in its conference that finished in the same place in their own divisions as themselves, not counting the division they were already scheduled to play: one at home, one on the road (two games).

This all plus the new goal to have a couple international games played.

They alternate every season, and the schedule is determined by the final records of the previous year, so that teams are evenly matched...
