I don't think anyone offers courses specifically for resume writing. Some colleges offer career planning courses and resume writing is covered in the course. Writing a resume just takes time and careful thinking on your part. Think about what you've done over the years, whether it is an actual job, projects you've worked on, volunteer experiences, organizations you're a part of, etc. That's where you start. After you've compiled a list of these experiences, you have to think about what you accomplished with each. There are many sites that give sample resumes and specifics of what needs to be included in a resume, so please take advantage and don't waste any money on something you can do for yourself. What's you start thinking about it carefully, everything will come together.

I don't see why you need to take a Resume writing course? Resume writing is easy thus I don't see anyone offering it. Besides, there are people who offer resume writing as a service that is chargeable.
