In our government it means you point out any failure by others and try and find ways to hide behind that failure, so that your failures will look to the untrained eye as though you were just trying to fix the other guys bad when the rest broke down, therefore you are guiltless. It helps having a Karl Rove or other to help spin your way out. but that's accountability in America
