Hands down the best supervillain ever is The Joker from Batman. I could think of a million reasons why. First off he kills people and loves doing it, because he's insane. He kills his own henchmen, he tries to kill his own girlfriend, he killed an entire kindergarten class, and he forced a bunch of crippled kids to watch him beat the holy heck out of Batman (which turned out to be a cop in a batman suit). Seriously the guy is insane, he kills and loves doing it. If that isn't evil and sinister then I don't know what it is. Not to mention he uses a gas that not only kills you but forever scars your face in his image. The man, no the monster is the most psychotic character in the history of supervillainy.

I've always loved Doctor Doom from the Fantastic Four. First of all, great name! Second of all, great costume! Third, even though he's a ruthless dictator, he is beloved by his own people in his little Baltic state of Latveria. Plus he can shoot lighting bolts from his gloves. What more do you want in a supervillain?
