Well since you are just starting out, I am going to assume your resources are limited and most likely there are lots of things you need to start out your business besides paying someone money to build you a website. I thought long and hard (well for a few minutes at least), and I came up with this answer:
Start a really good blog. Write great articles using your own ideas, trends, what is happening in the business (the daily grind as well as great new developments and areas of growth). Make something really honest and professional. Don't cram it with ads. Include a lot of current useful information that allows you to show what a creative and stylish choice you would be to plan someone's wedding. Include your contact/business information.
Then get your blog indexed by the major search engines by submitting it to directories and building backlinks. Put your site's information in lots of local directories and bridal directories. Many of these will be free. Do searches in Google, Yahoo and MSN to find these directories with various combinations of keywords for "yourtown directory" and so on and for "your keywords".
Make your page really beautiful with nice photography and a simple design that screams class.
I think this way, instead of showing people what a great website you can build with lots of buttons and links and pages that just feature a lot of copy, you can show people how knowledgeable you are on the subject.
Tell people about weddings you are planning too. No need to name names, just show them what a successful business woman you are and how you have helped other plan the perfect wedding. Include testimonials from past clients.
Besides all this, blogging is easy for a new website designer. No need to know programming languages (though this will of course enhance what you can do) and it is easy to build lots of great content rich pages with a blog.

I wouldn't recommend building a website on your own -- there are too many details to take into consideration and can be a monstrous task for someone with little experience. Since your business site is virtual ambassador to possible new clients you want only the best.
Personally I don't pay attention to websites that are poorly designed/implemented no matter whether their business might interest me or not.
You should consider getting it done by a professional web developer.

Well at least you are going in the right direction. There is the actual design of your website and there is the art of making it a traffic magnet monster! So either you have to wear two hats or you really need to get some tutoring or bring in a pro. At elance you can find many programmers and designers by having them bid on your project....as for internet marketing there is a ton of free info on the net if you dig a little. There is a internet marketing genius named Brad Fallon who got started with a estore that sells only wedding favors....those little gifts on the table for guest....and he makes $600,000...A Month! I kid you not. He says $400,000 is pure profit. Because he is an Ace at getting traffic to his website that helped a great deal. So in order to do well you want to study the successful websites that are already up and earning then follow their lead. Dont get discouraged you will find experts willing to offer good advice or a cheap designer to hire. If you were a little more specific I could answer a little more specific but I wish you the best of luck.

It depends on how much you can do yourself or how much you need to pay someone else to do it (or bribe a friend to do).
One avenue if you have some skill is to look through the Website Template pages and see if anything strikes your fancy, you can than purchase a template and customize it to fit your needs. Which can be an effective shortcut if you have even modest skills, with the necessary software to edit the page.
Otherwise you need to cajole a freind with the requisite abilities and software to do what you need.
Or you can suck it up and take it in the wallet and pay someone to do it. Sorry.

you should learn HTML, CSS, and javascript. though it is not necesary to learn it would help immensly. start searching for javascript menus and you should find some cool results.
