Michael Vick. According to "experts", he was supposed to "revolutionize" the quarterback position. But they keep making excuses for him year after year. "He's had so many coaches and coordinators, blah-dee-blah!" Tough s**t. That happens, he's been in the league too long, the excuses have to stop.
Maurice Clarett is in the "never-was" category, but it's damn sad what has happened to him.
Cheers!
EDIT: The NFL is a what-have-you-done-for-me- lately league. Yeah, he went to the NFC Championship game a few years back, what has he done since then? So what he beat Green Bay in Green Bay during the playoffs, the Vikings did the same thing not to long ago. Big F***cking Deal!

Since we haven't had the '07 draft yet, this would include the drafts from '00 through '06. Which means I can't pick Ryan Leaf, who would be my winner for the last ten years, and maybe longer...
Looking over the lists of draftees from 2000 through 2004 (because I don't think we've had enough time to really determine the truth about players picked in '05 and '06 yet), I'd have to say that the player who has really shown signs of being the biggest overall bust would be Joey Harrington. Although we could pick most of the Lions first round picks for that time period and make a case for them all.
The only other player from that time period who came with such high expectations and low performance has been Ron Dayne, and he even did decently at the end of the season last year for the Texans.
I can't place all the blame on Joey though. Like many quarterbacks before him who came into bad situations and failed miserably (see also Timm Rosenbach, Heath Shuler, Tim Couch, and Akili Smith, as well as others), the poor play of his team was as much to blame as his play was. Matt Millen was a great linebacker, but as a GM he should be taken out in the street and shot. Sorry Matt.
Ford suffered through the Edsel for only three years. Why does this turkey keep hanging around?

Robert Gallery's career has been to short to deem it a bust. In Mike Vick's defense, he's had to learn something like 4 different offenses in the last 4 years. Pretty much if you get drafted by the Lions...you're screwed. Joey Harrington, Charles Rogers, and Mike Williams all have been busts. Roy Williams was a descent pick but he's been injury prone

Ryan leaf was drafted in 1998 that was 9 years ago.
Robert Gallery is pretty bad especially for a #2 overall pick.
Courtney brown (#1 overall in 2000) and Charles Rogers (#2 Overall in 2003) are not even on any teams any more and did nothing with their careers. At least vick has won in the playoffs.

Why is everyone saying Mike Vick? and I suppose the falcons getting to the NFC Championship game back in 04 was a fluke?
Anyway the biggest bust would have to be Chris Weinke, I think he has one win as a starter and he has just been awful ever since he came out of college.
Watch out for Troy Smith though he could be a bust, and Russell to.

For everyone that said VIck, lets not forget that he took his team to the NFC Championship including the first home Playoff loss for the Green Bay Packers.
I would say Courtney Brown who was picked 1st in 2000 ahead of Shaun Alexander and Brian Urlacher. He has been released twice.

David Carr, was drafted number one in the draft and was supposed to be their franchise player. And five years later he is cut and the Texans are the worst franchise team ever.
