be honest and tell him, maybe while you are out doing things as friends... but be sure to mention that you dont want this to ruin the friendship, and that you would like to still be friends even if he does not feel the same way. After all, you are friends for a reason... because you have things in common and enjoy eachothers company. So that can spread into a relationship. Just be honest ! Maybe he feels the same way and is just waiting for you to make the first move.

It's hard. But believe me. I just told him while he was high and "couldn't remember". Just my luck he lied and remembered everything. But just do it now. It's WAY worse when he's got a gf. Believe me.
