In 1961 Fritz Fischer let the cat out of the bag and German historiography has never been the same. Fischer gave pretty conclusive evidence that Germany had resigned itself to a continental war in order to achieve its expansionist goals and believed it necessary to provoke this war before Russia's military became too powerful. For an easy to read overview of just how Germany went about designing and provoking this war, read David Fromkin's "Europe's Last Summer."

It is very difficult to find the "good guys' who went to war in September of 1914.England, France, Italy, Germany, Russia, Austro-Hungary were all looking forward to the war.

Each had armed themselves and were ready and willing to go to war..

1. The French wanted revenge for 1870 when the Germans



2. The Brits were concerned that growing German naval strength might challenge their trade with the Empire.

3. The A-H Empire wanted to ensure hold on the Balkans and weaken Italy.

4. The Russians wanted to prevent A-H Empire from gaining power in the Balkans and their co-Croatians.

5. Germany was seeking Lebensraum (living space) to supply the new power of Germany.

So it is fair to say there were several nations responsible for the outbreak of WWI. It is more complicated than this but this is just a synopsis to answer the original question

The blank check Germany gave to Austria-Hungary encouraged them not to negotiate with Serbia, which had agreed to almost of all of their terms. Without it, Austria-Hungary would probably have backed down once Russia made it clear that they would protect Serbia. Also, while others went to war only with countries that were threatening their allies, Germany attacked neutral Belgium. Still, it's ridiculous to hold Germany totally responsible for the war. There is a lot of blame to go around, and at worst, Germany deserves slightly more than the other countries.

Germany became responsible for the war in 1919. Having demobilized, they were in no position to disagree. Until then one would have to place the responsibility at the feet of the Habsburgs.

Though it can be argued that Germany wasn't responsible, you could say it was Austria or the serbian student/assassin, but Germany was pretty eager to show their force, and under the new young leader, did escalate things pretty fast. But the biggest reason is that they lost. If they had won, france would have been responsible.

Little to none. However, the majority of the future Allied powers had a thing against Germany since its founding, and, if you look into German history, they have inevitably gone to war with someone or taken over a country very regularly.
Examples:
Barbarian horde-style takeovers
Villanovoans (Rome's precursors),
Dorians (Sparta's granddaddys)
Celts
Moving north into Scandanavia shortly before the dawn of the Viking age.
Goths, Visigoths, Vandals, and etc. (ended rome)
Franks (frenchmen's granddaddys)
Anglo-Saxons (Britain's granddaddys)
Teutonic wars
Civil wars in the Holy Roman Empire

Franco-Prussian War
World War I
World War II

Your question itself suggests that you are aware of the fact that Germany did not start The Great War. It was blamed for it by The League of Nations though, there always is a black ship isn't there?

Germany was mainly blamed for WW I because it caused a great deal of trouble and was public enemy #1... It does not mean that it started the war though...

Serbia was responsible for the start of WW1 because they assissinated Duke Feridinand i think his name was.
