Since there are 50% more cells, it should last 50% longer. Also, it means that the battery itself will be 50% heavier. Maybe by a half-pound.
Our company Dell Latitude laptops with 6-cell Lithium batts go on for 3+ hours brand new. The 9-cell bats go to around 5+ hours

You assume correctly. Depending of the laptop's screen size, processor, etc., the laptop will consume more or less energy. A 6 cell lithium ion battery will last from 1 to 2 hours (depending on the laptop's energy consumption. I recommend going with the 9 cell which will have at least 3 maybe for hours of battery time on a full charge, though it will cost more.
It really just comes down what you do with the laptop. If you're replacing a desktop with the laptop, so the laptop just sits on your desk all the time, stick with the 6 cell, it's not worth the money. But if you plan on traveling a bit (i.e. around college or to the library) go with the 9 cell, and it'll be worth your money

The 9 cell has a longer battery life. A cell is simply a smaller battery. If you ever cracked open a laptop battery, you'll find that there are 6 or 9 smaller batteries inside. So, the more cells, the longer the battery life.

the differnce between a Cell and a battery is (and battery is a very misused word) is that a Cell provides power like a Button Cell 'battery' a battery is a cloction of cells, if one has 6 cells then the battery is a collection of 6 cells, (each to provide power) and the other is a collection of 9 cells, so it would give a longer charge time and proberly last longer.

If the cells are connected in series, then the voltage will be higher, and the current will be lower. If in parallel, then the voltage is the same, while the current is higher.
Now, the 9 cell will give you more power, and the power will last longer.

More cells more power. Get the larger cell as long as the laptop will support it which i assume it will.
