Put nail polish remover in it and shake it up. Or just go buy a new bottle.

You can try adding nail polish remover to it. I know it sounds strange but I have seen them do this in the nail salons.

add nail polish remover -- i always do whenever im running out of the color on my last few nails or if it dries out -- i wasn't sure if its the best thing to do, but some nail places do it so -- i guess its okay :)
