Or do they have to be planted in the ground? Also, do they grow high enough that they need to be caged and/or staked?

Sure you can grow them in a pot. Just don't forget to water them. They will need water almost every day. They are pretty stocky plants so they shouldn't need a cage. Maybe a stake if they are in the wind at all. A good sized pot, good soil, plenty of water and enjoy.

All plants do better in the ground. The problem with pots is that the soil gets hotter than usual, dries out faster than usual, and leaches out its nutrients faster than usual...all counterindicative to healthy pepper plants. Peppers do not need to be staked; I do recommend Peter's plant food or Miracle-Gro, you truly will be able to see the difference.

they can get quite large but not usually in the pots
