Maybe get a job, maybe even at stables, and save up money and then u can stable the horse at a riding school or nearby barn

Can you go to the stable you were riding at and see if they will let you work for lessons?
Are you old enough to get a job, and then use your money just for riding lessons?
As for owning a horse, you'll probably have to wait until you're an adult and living on your own, with a job that allows you to afford a horse. Thats the way I finally bought a horse, and I'm sure that is the way most horse loving kids do finally get to own a horse.

You don't, if you can't afford to go riding, then you can't afford a horse. Since you live in a farm restricted area, you would need to board the horse, plus grooming, hoof trimming, grain, hay straw, vitamin suppliments, harness, saddle, a vet, etc. A woman I knew had 3 horses kept on her own property and it ran her about $500-$800 a month and more in the winter. That's without a boarding fee. You need to wait until you get a job and can pay for all these expenses yourself.

Well I don't know how old you are but sounds like mom pays the bills. I know you want a horse.What young girl doesn't.I did.But I think unless your mom and dad move to another area where you are allowed farm animals,you are out of luck.You will have to wait till you are old enough to get a job and get your own. Start saving now.I would. Its a good goal to be reaching for.
But look,It may be that mom and dad can not afford a horse so that's why you don't have one.Don't be to hard on your folks.

If you can't afford to have riding lessons, than you definitely cannot afford a horse, believe me, I have one. The cost of maintenance of a horse is a lot more than riding lessons, whether or not the horse is boarded.

if you cant take care of a horse, you don't need one. wait till you are older that way there will be more time to care for it and you can understand the cost to take care of one. if it is too much for horse lessons then it is going to be too much to get a horse

you can't! Face reality. You either move to a place that allows horses and that sounds like it isn't going to happen or you grow up and go to college make your own money and get a horse when you grow up.

see if theres a way to get a license or brownose some official if no is no then thats the end if there is a possible check with the laws or whatever no one can snap there fingers if thats what your waiting for .good luck
