I have had fish air shipped to me. They came in a double plastic bag, with oxygen sealed in, and a styrofoam lined carton. Went through the xray machine and all. You can even check in the fish carton. The oxygen keeps them for over 12 hours. Contact a fish dealer, who's shipped before.

Most airlines require that the fish be professionally packed and checked through.

I think your question would best be answered by contacting any of the airline websites to ask the question. Reson...if you get a reply from someone who works for a particular airline, you will get their particular policy. If there is a variation between carriers, you will not know it. Best to contact individuall airlines, or perhaps even the FAA (Federal Aviation Administration) as they have a website that you may be able to ask that q.

They won't let you take it on a plane. And you'll need to get a bunch of permits to take it between countries. And fish don't like to be transported, so if it's going to be travelling for a while it'll probably die anyway.
