Depends what you've downloaded, and what browser you're using. MS Internet Explorer has lots of nasty "BHO"s (Browser Helper Objects) that are difficult to remove.
Sometimes you'll find it awkward to spot what's been installed, but a bit of free software called HiJack This will show you items such as BHOs and let you block them from being loaded (if you've got the s/w loaded, you cannot easily uninstall it).
If you're not feeling confident about using HiJack This, best get a friend to look over your shoulder so you don't block use of something important! You might also check for web discussions about uninstalling or search for "HiJack This logs" (people post the report from HJT and get advice about which is the nasty software on their PC).

Open up the control panel, and go to "add/remove programs". Then scroll down the list of installed programs and you should find the toolbars that have been downloaded. When you find the one you want to delete, simply highlight it and click on "remove". This will uninstall it.

if you want the toolbars features, but not the toolbar showing then you can always just go to 'view' in internet explorer, then hover over 'toolbars' then uncheck what then name is.
If you have IE7 then it's a little trickier you have to click around blindly at the top until you get that stupid menu, which only appears once in a blue moon.
I H8 IE7 AND OFFICE 2007 I WISH I HAD NEVER GOT THEM.
