I got it from "Wattson" but I don't know where to go and what to do with it! Please help!!

Hey the basement key is for the powerplant thingo at Mauville which you have to surf there to turn the generator off.. there are magneton anf magnenite there and a few items :) really easy

it says you use the basement key in New Mauville which is a small cave south of route 110... just swim "south on the water, then east to find a small cave entrance. This is New
Mauville."

I haven't played the game in awhile so I am not sure if this is right but I think there is a generator outside of town and you have to use surf to get to it. You enter it using the key. You go in there turn off the generator and then go back to Watson. He will give you a TM. I think it's thunderbolt.

yes do as ashiswee said but take some max repels with u when entering the new mauville so u won't keep getting stopped by
magnamites. good luck :)
