Who said "Not all football fans are hooligans, but all hooligans are football fans" Can this be right? It ..

must be a corruption of an earlier quote but who said it firse? How many of you would agree ? (We also know that 'hooligan ' is supposed to originate from an Irish clan who got a terrible reputation & has come to mean 'aggressive troublemaker, etc.) but the quote origins please?
