"Davy Jones Locker" is an idiom for the bottom of the sea — the resting place of drowned sailors. It is used as a euphemism for death at sea (e.g. to be "sent to Davy Jones' Locker"). It is usually used to mean Hell, as in Pirate lore, Davy Jones represents the devil.

The movie "Pirates of the Caribbean" 2 uses the term to mean a chest that Davy Jones kept his still beating heart in after his True love left him, so that he would never have to feel love, compassion or the pain that can come from feeling them again.

It means in the ocean, because Davy Jones is said to rule the seven seas. What the other people were talking about is Davy Jones chest, which he put his still beating heart in so he wouldn't have to feel pain after loosing his love (some people say it was Tia Dalma that he did it for, but that's beside the point.)
