I think that if people are curiose enough, they can absolutely have fine observations. There are some things that catches the eye of people so they'll tend to look more closely at it- whatever "it" may be. and if its like your scientists of the world, they are usually curiose with things around them so they'll observe more carefullly. I dont think we know it, but everyone observes things everyday; they just dont call it careful obversation but rather go for the word "curious". So, i guess you can say that careful observation is pretty much like curiosity. this is what i think though.

Careful observation is same as scrutiny, which could be the result of our curiosity. Higher degree of curiosity will lead to more careful observation.
Beware, lest one should end up like in the story, in which, "curiosity killed the cat", by climbing up to many unknown venues, in order to make a better observation!

It could be; but I tend to think that the carefullness, is attention to detail, so it's actually obsession! With a hidden agenda to fullfill. Curiosity that is "naive" without a hidden agenda, just plain wondering; would, lacking guile,go inquire about or look into or at whatever attracted their attention.

it is tempered curiosity of a form that can help facilitate your survival. it is however not the most satisfying way to answer the calls of your curiosity.

I would say it is. By observing you're showing that you are curious as to why things are they way they are.
