I would say put an add in the local newspaper. Whatever way you decide, you should take the American Red Cross babysitting classes, or at least child and infant CPR and first aid classes. They are those "extra certifications" that many people look for when finding the right babysitter. Plus, you would learn what to do in an emergency.

They will be a handful and they will probably try and get one over on you but just be strict firm and calm. Ask the parents what the kids usually do and if there are any things they are not allowed to do that you should know about. It would be good to play games but you can always put a dvd on. They probably have some dvds. They ten year old will probably be quite authorative so buy into this and earn its respect by asking it what kind of film they might like to watch. Remember its only two hours so it will go real fast. And get the parents number and you can always call your folks too if you need advice while you are there.

moms...moms...moms...have the teen's mother talk to people she knows...sometimes the red cross will publish a list to parents looking for babysitters if you have taken their course, that all depends on the chapter though. I would also go door to door with a flyer is fine...but if you can talk to the parents and they see that you make a good first impression when they answer the door you are already halfway their.
On a side note: if you want to get a bit creative I keep my bsitters numbers on my fridge...you could make cards on a thick paper and glue it to a small magnet for the parents you visit to stick on their fridge.. I know that would impress me as a parent.
If you are really hard up maybe offer to do a halfprice or free first time...and when you do that first time....after the kids go to bed clean the dishes and do little picking up and stuff like that...most parents will eat that up...I know if my sitter cleans the dishes I will usually give her more money.

People you know is the best way to get the word around. Your parents can inform their friends and co-workers. Your friends that babysit can tell their parents of the child{ren} they sit. Thats how I got my news around.
There are also babysitting ads in newspapers.

I know people who get jobs in babysitting because they see families whohave children and tell them that they are available to babysit if they need one. Oftentimes these people call and invite them to their home to work.
it is really a word of mouth industry.

go to the grocery store to the community board with a write-up about yourself and advertise that you are looking for child-care work for X amount of dollars, your availability, a short description of yourself (i don't mean physical) and your contact information. that might get a few responses, and from there word of mouth should get you some more.
