There would be no seasons. Beyond that simple observation, no one has a clue.
It would make sense that weather and climate would be much more stable for the earth. The polar regions would stay uniformly cold, the equator uniformly hot, and each latitude in between would maintain a constant temperature somewhere inbetween.

If the Earth stopped moving up 23.5 degrees from the Equator and down 23.5 degrees from the Equator and stopped at the Equator, then the sun would always be at it highest position and never change. It would be permanent equinox ( daylight /night hours the same).
For anyone living north of the Tropic of Cancer and south of the Tropic of Capricorn will stay the same as when the normal tilt/wobble of the earth crosses the Equator
So in effect you would have a permanent Tropical Season
A permanent subtropical Season a permanent warm temperant season a permanent cool temperant season a permanent cold season and a permanent frigid season

Pretty serious. Near the equator the climate would be pretty much the same except that the lack of change of seasons in the temperate regions would probably cause less rainfall and produce more dessert areas. It would be hotter near the equator as well since the direct sunlight would be concentrated there all year long. The polar regions would be colder since they would always be getting very oblique sunshine.

Take the average of the temperatures experienced in the third week of September and the third week of March, and you have a good estimate of what temperatures will be like in that location.

We wound't have changing seasons similar to what we have now. The effect would be massive. Nothing that is alive today would probably have come about.
