"Hip hop music" and "rap music" mean virtually the same thing. However, some people - myself included - associate the term "rap" with the more mainstream variety of the genre (nowadays it often includes R&B or pop elements, which is the main reason why people confuse hip hop/rap and R&B) and reserve the term "hip hop" for the variety of the genre that stays closer to the roots of hip hop music (i.e. - speaking on social and/or political issues, storytelling, bragging about one's lyrical skills while roasting another emcee, etc.).
But to be really specific, hip hop itself is a culture. Rap music or hip hop music (specifically, emceeing) is just one element of that culture. The other elements of the culture are graffiti, breakdancing (aka - breakin'), DJing (aka - turntablism) and a more recently added element, beatboxing.

Yes it is. Rap is something you do. For example if you writing rhymes, you are rapping about what you wrote. Hip Hop is the culture. For example jewelry, name brand outfits, dancing, cornrows, cell phones, cars like BMW, Cadillac, Benz, etc. So rap and hip hop are not the same.

Rap is making words rhyme to music without singing, literally anybody can do it, which is why so much crap is getting played on the radio. Hip-hop is a culture of music, fashion, personality, etc. Hip-hop is music that has a message, and requires skills to put poetry to music.

in short, rap tells a story and has a reason or plot. Hip- hop is just rhyming without much thought to meaning or purpose.
