No, a water heater will not explode if punctured. If the tank is punctured it will simply leak water under the pressure of the area's water supply system. The gas burner simply heats the water in the tank. On modern water heaters, if the pilot or burner was extinguished by leaking water, an internal valve would prevent further leakage of gas. So no explosion would occur.

A punctured tank should not explode. If it is a gas unit shut off the gas supply valve. If its an electric unit shut off the breaker. A tank without a puncture could explode if the inside temperture rises too high, hence the reason they put a pressure relief valve on them to prevent this.

I asked someone if the tank on an air compressor could explode and they said it could not.
Reckon a water heater is about the same.

It's at the same pressure as your household water pressure, it might spurt a ways, but explode........not likely. I'm trying to figure out how the gas burner might be a problem..........
