Buy a Honda Civic, drop an Acura engine in it.

A Civic with an Integra engine is very fast, and still reliable. It's a pretty easy swap.
However, if you want to go racing, it will depend on the rules for your class of racing - and most of the beginner classes don't allow engine swaps. You could spend all that money for a car that you aren't allowed to race. Always talk to the governing body first before trying to build a race car.
