Most hydraulic systems have a tank that holds the fluid not being used. This is where any fluid should be added.

Out. If you fill it with the cylinder rod in the all the fluid will be in front of the piston. It can't get back behind the piston without blowing the seals on the piston.

Bluhog's right. The new fluid goes in the tank, not in the cylinder.

Half-way in or out. Cycle it through and add more fluid if needed. If you over fill it it will not operate.
