Can I use a Bluetooth with a LG phone and the model is a L1400 made?

Go to settings-connections and see if the phone offers a bluetooth option. Also, consult your user manual for the bluetooth code before investing in a bluetooth USB device. Bluetooth USB devices run about $40 or more for a good bluetooth version 2.1 model. I use Bluetooth with my cell phone, it's fun. Otherwise if you have to, get the cable for the phone to plug in directly, that would be fun and such.
