Wow Buttercup, really? 2,400 people died at Pearl Harbor. Nixon broke federal law. Reagan most certainly broke federal law.
Why was Clinton in front of a grand jury to begin with? The ultimate partisan power-play in modern times?

Clinton is by far not the worst thing, the worst things a President can do is to harm the country, like not paying attention to terrorist reports, or sending soldiers to die off in far away places.

Regarding your # 4 about Reagen having no recollection......
he had a good alibi (Alzheimers Disease). President Clinton
not only lied to the Grand Jury, he declared he "couldn't
remember or couldn't recall" over 100 times. Isnt that funny
when Vernon Jordan said Bill Clinton had the best memory
of anyone he'd ever known. Besides with Clinton, there was
Filegate, Whitewater, Charlie Trie, Travelgate, Bosnia, Samole, "I didn't inhale", and 92 people took the 5th or fled
the Country to keep from testifying for him. So, my answer
would have to be # 1.
