Drain it and get all the mold and dirt out of it, fill it with fresh water and whatever else you need to put in it for your fish to live healthily.

I have a pond that I kept going all winter.Just clean all filters.Then vacuum out fish waste. I use the vacuum like the one people use on their aquariums, but I hook it up to my water hose.Of course now, this will drop your water level while vacuuming which is fine just don't drop more than about 25-30%. Then refill with freshwater.The only chemical I use is to remove chlorine.My water stays crystal clear even during the winter months. I'm in South Carolina. And I don't remove my fish during the cleaning process.

Depends what climate you live in, but if you've had snow and that you'll need to clean it and take out all the old dirty water and give it a good scrub down then fill it with clean water and let that sit for a few days then add all your plants and stuff to the water and whenever its warm enough (no freezing temps at night) add your fish and you're done.
