As a Chinese that live in Beijing, I belive the answer to this question depends on what you mean by 'democratic'.
If you mean freedom of speech, I think it will one day happend. The reson is even with a free market economy, enterpriser and industrialists will need to free flow of data. And what China really need now is to develop a strong economy. So I think we will one day have freedom of speech.
But if you mean universal suffrage, i don't think it will happend. The reson is there are lots of bad things about an elected goverment, when everyone can elect who is going to run the country, who knows what kind of leader will take power? The best thing about an elected goverment is when the leader mess up too badly he/she can be kick out of office. The worst thing about a non- elected one is when a tyrant is in power it will be hard to get rid of him. Right now in China the chances of a tyrant geting power is close to 0. (Don't even think of using the 1989 Tiananmen Square protest to say China is under tyranny. The US had the Kent State shootings in the 70s' and students was killed, but that still don't make the US a tyranny). In fact, chances are if a leader mess up in China right now he will be fired quicker then the ones in the US.
Also, a democratic goverment will not work too well in China. We spend 4000 years under a monarchism, so we are just not use to freedom. We need a hive like nationhood which shares a common language, custom, history and ideology in order to keep the people togeter. With out it, we will just don't know what to do.
Will China need a goverment reform? Yes. But does it have to be a democratic one? No. I personaly like a goverment with super efficiency.

I highly doubt it. The last time China was anywhere near democratic (late 19th, very early 20th century) there was so much corruption (partly because of it's great size) that hundreds of millions of people had miserable lives. And unless the current communist govt. gets that corrupt/bad I don't think that the majority of Chinese people would even want democracy again. Capitalism seems to keep the Chinese people very happy so that might be the only thing they want or need. Maybe.
