Yes that is the flywheel. They are made of aluminum and the kind of rusty inserts are magnets, if you touch them with a screwdriver you will see that it sticks to them. The magnets work in conjunction with coils, that are usually under the flywheel, to provide electricity for spark, lights and/or power to charge the battery if the bike has one.
As long as the bike runs and you have power for lights and charging your in good shape. The small amount of rust is not a problem.

All flywheels have some power losses due to friction...and the pic looks more like the clutch pack. Are you sure it's the flywheel?
