This is what I think/have read on:

Sun: Dictates your individuality within your sun sign
Moon: Dicates your actual personality
Rising: Dicates how you appear to others on the surface - lookwise-actionwise

All of the other signs, such as Venus, Mars also come into play by working with your basic three signs?

Is this accurate?

No, it's not accurate. The Sun, Moon, Mercury, Venus, etc. all represent different facets of your personality, as does your Ascendant (or "rising sign").

Sun - basic outward expression
Moon - inward private expression
Rising Sign - assumed "worldly" expression
Mercury - thought processes, communication techniques
Venus - romance, children, pleasures, enjoyment
Mars - energy patterns, basic drives, temper
Jupiter - philosophy of Life, what is learned from the World
Saturn - limitations, boundaries, rules, disciplines
Uranus - the unexpected; the "sudden development"
Neptune - the unseen, the unexplained, the illusory
Pluto - the unknown, the profound, beginnings/endings
