I believe it was Dwight D. Eisenhower. From what I remember
the Vietnam War actually began in the fifties. Americans actually went in as observers back then but it wasn't until the 1960's that U.S. made it official.

When it Started the President Was

Dwight D. Eisenhower (1953 -1961)

Then the Presidents After that during the War were
JFK (1961 -1963)
Lyndon Johnson (1963-1969)
Richard Nixon (1969 - 1974)
Gerald Ford (1974 - 1977)

* Please view the Paragraphs Below*

The U.S., in particular, deployed large numbers of military personnel to South Vietnam between 1954 and 1973. U.S. military advisers first became involved in Vietnam as early as 1950, when they began to assist French colonial forces. In 1956, these advisers assumed full responsibility for training the Army of the Republic of Vietnam or ARVN. President Kennedy increased America's troop number from 500 to 16,000. Large numbers of American combat troops began to arrive in 1965 and remained in South Vietnam until August 1972. Almost all of the remaining U.S. military personnel departed after the Paris Peace Agreement of 1973, leaving behind only an embassy guard. The last American troops left the country on April 30, 1975.

In reality, the vietnam war was a continuation of wwii. The usa was ready to leave and give the country over to Ho Chi Mein but the french wanted it back since it was a colony of theirs before the war. So france started fight Ho and things escalated for the usa when the french got beaten.

So i guess you could say that Rooselvelt/truman were the presidents when the war began. eisenhower put a few advisors/observors over there. JFK put the special forces over there. Johnson escalated the war and nixon brought the troops home

The war went thru stages. Eisenhower sent the first "advisers" and military funds to S Vietnam. LBJ sent the first ground troops.

JFK sent military "advisors" to vietnam in order to train south vietnamese troops. However, it was Lyndon Johnson that escalated it into a full blown war. Nixon/Ford got us out.

Also, i think it's unfair to say it was eisenhower who started the war, as there were many opportunities when both JFK and LBJ were president to stop it from turning into what we now know as the vietnam war.

Most people will say JFK but our first troops were actually there in 1958 when the French puuled out.

It was Dwight D. Eisenhower.

JFK increased the advisors in 1961 from 3500 to a little over 6,000

Once LBJ took over in 1963 it got crazy

1954 when the French had had enough. Dwight D. Eisenhower couldn't let the Communists take over the weak gov't in the South so a puppet gov't was set up.
