There is no hard and fast definition of a drought and it's not something that can be measured in the way that temperature or rainfall can be measured. Rather, a drought is when the availability of water falls below the level required for normal levels of sustainability. In other words, when a shortage of water means people, livestock, agriculture, the environment are affected.
