Best for what? There are some very posh (and very expensive) hotels in Vancouver on the waterfront, near the foot of Granville Street. Ditto Seattle. So you have to be a little more specific.
By the way, it's British Columbia, not Britich.

Seattle- The Hungerford on 4th and pine
Vancouver,british columbia- well I like the Hotel Georgia on Georgia.

Depends on how much you're willing to spend, really. The Four Seasons on West Georgia is a really nice, central hotel in Vancouver.
