Does their refusal or inability to do so indicate that they are too weak to form a successful democratic nation? ("Success" being more than just a couple of elections supervised by another country's army.)

NEVER! It doesn't matter if it's next year or 10 years from now the answer will still be no. No matter what kind of government we try to prop up in Iraq, extremists will always topple it. We need to let them fend for themselves immediately-or at the very least call this whole fiasco what it really is-a mission to protect oil interests and go get Iran too. Then spend the next 50 years fighting China, Russia and Europe for the oil.

In 2005. They have been training and assisting in the very difficult task of trying to bring stability to a region that is the almost a daily target of suicide bombers and fanatical Islamic extremists. They are making progress - but it is not an easy or quick task. When you discover your enemy, it's usually after the fact. And it's not like they carry a sign around or wear uniforms declaring their affiliation to alQaeda or some other demented group.
Patience....the means will justify the end.

Just like Vietnam accept for the oil. The US won't abandon the oil reserves so Iraq will have to become another Isreal.
