I have TS2 for Mac
I also have OFB and Pets
My sims DO have enough relationship
The option Propose...Engagement just isn't there for either of the sims

Well, are the sims of the same household? Be aware that if one sim has already is in an engagment with another sim, he/she cannot be engaged with two sims at the same time.

I suggest having the sims -move in- with each other so you may control both, then looking at both of the sims -relationship- tabs, and making sure they have no previous engagements. If they do, simply have that sim invite other the third sim, and kiss or do anything intimate with the sim you want to be involved with in front of the third sim.

I suggest you -do not- 'greet' the third sim in front of the other sim, for fear the sim you -really- want to be engaged with will see an -intimate- greeting.

I usually have mine kiss...okay make out before I make them propose. I find if the MEN propose to the female there's a better chance for it to work. If it still doesn't work, either try this cheat code to raise mood and relationship bars or find another sim.

Here it is! CTRL SHIFT C to bring up cheat box
boolProp testingCheatsEnabled true

That means no more kitchens, less death in the house! Yay!
