Yes, they are both guys. It's a boys love anime/manga, so if you don't care for boys kissing other boys, drop it. I don't know exactly where you'd buy/download the English version of the anime, but the manga can be found at Borders or Ebay. Maybe they have the anime too?

I didn't realize it when I bought the first volume...so I can tell you that was a bit surprising. hahahah.
And you can buy english version of the anime series from F.Y.E.
